Commonwealth Council for Educational Administration and Management ( CCEAM )

The CCEAM was established as a non-governmental organisation (NGO) within the Commonwealth. The Commonwealth is an association of 53 sovereign countries, the majority of which are developing countries. The CCEAM has also established active links with other national associations of educational administrators, managers and leaders. CEAM was brought into existence as the Commonwealth Council of Educational Administration (so initially CCEA) by a meeting in 1970 at the University of New England, Armidale, New South Wales, Australia, which was convened at the conclusion of the second International Intervisitation Programme (IIP) by Professor Bill Walker of that university. In the intervening four years Professor Walker had undertaken considerable preparatory work. In particular he had generated support in London for the proposed venture within the recently established Commonwealth Foundation. This body had as its mission the promotion of professional bodies across the Commonwealth, assisting them to increase communication particularly between younger professionals through visits and conferences, helping them to set up national associations where none existed, and the reducing of such bodies' centralisation on the United Kingdom.

Steps were quickly taken to establish the Australian Council of Educational Administration and regional councils in various parts of Australia. Next followed the British Educational Administration Society, later to be renamed BEMAS, (British Educational Management & Administration Society). Councils followed in other parts of the Commonwealth, the New Zealand body being established in 1975.


Purposes

The purposes of the CCEAM are:

  1. to foster close links and exchanges among individuals and associations concerned with the improvement of educational administration, management and leadership.
  2. to encourage, in the Commonwealth and more widely, the development of national associations for educational administration, management and leadership.
  3. to organise and support regional and international conferences on various aspects of educational administration, management and leadership.
  4. to work with national associations to promote international understanding and collaboration.
  5. to facilitate and disseminate knowledge about research and practice in educational administration, management and leadership and
  6. to encourage high standards in the study, practice and preparation of educational administrators, managers and leaders.

 

Membership

Membership of CCEAM is through affiliated organisations in Commonwealth countries. A national educational administration, management and leadership association, or other professional body for educational administrators, managers and leaders, may apply for affiliation to the CCEAM. That organisa t ion will be admitted formally if its constitution coheres with the objects of the CCEAM and if its members are offered compulsory or optional CCEAM membership through the national association or professional body. Individual memberships of CCEAM are open to any person with an interest in the practice and / or study of educational administration, management and leadership who does not reside in a Commonwealth country. For 2005 we have a total of 1883 members from around the Commonwealth.

 

Publications

Dissemination of research findings and knowledge developed through CCEAM collaborative efforts is accomplished through regional workshops for school principals and other educational leaders , and the CCEAM biannual conferences which constitute one of the major international events in Educational Administration. The CCEAM biannual conference is designed to share current research and program innovations, to stimulate discussion and debate on reform issues, and to advance an agenda of research on the essential problems of practice. The conference also provides opportunities for graduate student research mentoring and career development.

CCEAM also publishes the International Studies in Educational Administration, which is highly regarded as one of the most authoritative journals in the field. It is published three times a year. Further, the CCEAM publishes its Newsletter, the Education Management Matters which is published thwice a year both in paper and electronically. Finally, all member associations publish their own journals, newsletters, etc., either in English or in their own language.
